What is Police Rate?

If you've submitted a character already, you probably have noticed that you can carry a weapon. You never know when a fight will ensue, and sometimes you may want to provoke one on your own (Why? Use your imagination).

Because street fights aren't too attractive, the local police will often break them up and toss the fighters in jail for a night or two. Sometimes, the police force will come immediately, sometimes it might not come at all. That's what the police force will show; if a location has a High rate, it would probably be smart not to pick a fight.
